Impact on Libraries
Many libraries (or their Friends groups) conduct Small Games of Chance. Currently only cash or check payments are legal tender for Small Games of Change (raffles, 50/50s, etc). This bill would allow debit cards in addition to cash and check, but would not require a seller to accept debit cards. (Note: this would not change the requirement to register to solicit outside of Pennsylvania.)
A very similar related bill is SB667, which would expand payment options to credit cards, debit cards, and mobile payments.
