HB860: Freedom to Read Act

Impact on Libraries

Directed towards school libraries, this bill serves to protect students’ right to information by specifically prohibiting the removal of items from school libraries or classrooms based on partisan views, the author’s identity or politics, or the “complainants’ discomfort, personal morality or political or religious views” (see the bill for the full specific list).
It provides for process requirements to prevent soft censorship and curriculum review by parents and students, including the requirement to allow a student to opt out of specific instruction that conflicts with their beliefs. Of particular note: the bill specifically says the responsibiltiy for collection management shall be delegated by the school baord to “the instructional experts employed by the school”.
